How to Get a PSA Birth Certificate: Online Orders and Walk-In, Fees Included

Quick Answer

You don't need a fixer, and you don't need to line up without a plan. A copy of your PSA birth certificate costs ₱155 per copy at a PSA outlet (you must book a free appointment first), ₱330 per copy delivered through PSA Serbilis, or ₱365 per copy delivered nationwide through PSAHelpline — the PSA's two authorized online channels. If a digital copy is acceptable, the PSA e-certificate costs ₱290. Walk-in requests with a straightforward record are usually released the same day; online orders arrive by courier in a few working days. This guide walks through each channel, what to prepare, and the mistakes that delay people.

First, an important distinction

Requesting a PSA birth certificate means asking for a copy of a birth that is already registered. It does not register an unregistered birth, and it cannot correct a wrong name, date, or entry — late registration and corrections are handled with the Local Civil Registry Office (LCRO) of the city or municipality where the birth happened, not at PSA. Ordering extra copies is common and allowed: schools, passport applications, employers, and banks each tend to keep the copy you submit, so many families order two or three at once.

Who is allowed to request a birth certificate?

Birth records are confidential. Based on the confidentiality rules the PSA publishes, copies may only be issued to:

In practice, PSAHelpline currently allows an adult requester to order for themselves, their parent, or their child. If you are requesting for someone else, bring or upload your valid ID and be ready to show your relationship or authorization — the courier will also ask for a valid ID when the document is delivered.

What information and documents to prepare

Whether you go online or walk in, the PSA asks for the same core information. Have it ready before you start, typed exactly as it appears in the birth record:

A mismatch between what you type and what is in the registry — a misspelled middle name, a wrong birth year — is the most common reason a request ends up in manual verification, which adds days.

Option 1: Walk in at a PSA outlet (₱155 per copy)

This is the cheapest channel and usually the fastest if your record is already in the PSA database: straightforward requests are commonly released on the same day, and the release date stamped on your receipt is what controls if your record needs checking.

The catch: an appointment is required. The PSA requires all clients visiting Civil Registry System (CRS) outlets to book first through its free online appointment system. Do not just show up — you will likely be turned away.

  1. Go to appointment.psa.gov.ph and book a slot at the CRS outlet nearest you. Booking is free, and the appointment must be in the name of the person who will personally transact.
  2. On your appointment day, bring a valid ID and the birth details listed above.
  3. Fill out the birth certificate application form at the outlet (bring your own ballpen to save time).
  4. Submit the form, wait for your name to be called for assessment, then pay ₱155 per copy at the cashier — ₱125 processing fee plus ₱30 documentary stamp tax, per the PSA Citizen's Charter. Some outlets accept cashless payment with a small additional charge.
  5. Claim your certificate on the date and at the releasing window indicated on your receipt. Check every entry before you leave the outlet.

Tip: PSA's alternative walk-in channels include accredited Batch Request System (BREQS) partners such as SM Business Centers, where you file the request in person and return (or arrange delivery) when the document is ready. Partner fees are higher than the outlet's ₱155 because they include a service charge.

Option 2: Order online through PSA Serbilis (₱330 per copy)

PSA Serbilis (psaserbilis.com.ph) is the PSA's own online request system — the same one you can also use from abroad.

  1. Go to psaserbilis.com.ph and choose the birth certificate request.
  2. Fill in the birth details carefully, exactly as registered, and choose the number of copies.
  3. Pay online or through the payment channels offered at checkout. The PSA's published fee is ₱330 for the first copy delivered within the Philippines; tiered pricing applies when you order several copies in one qualified request. Delivery abroad is priced separately in US dollars.
  4. Wait for delivery. PSA Serbilis estimates delivery within the Philippines at roughly 3 to 9 working days after payment, and longer — about an additional 5 to 7 working days — for locations outside the courier's standard service areas. Requests delivered abroad take about 6 to 8 weeks.
  5. Present a valid ID when the courier arrives.

Note that paid Serbilis requests are covered by a no-cancellation, no-refund policy, so double-check every field before you pay.

Option 3: Order online through PSAHelpline (₱365 delivered, ₱335 pickup, ₱290 e-certificate)

PSAHelpline (psahelpline.ph) is a private company the PSA authorizes to accept and deliver civil registry documents. Prices are higher because they bundle the document fee with service and courier charges. You must be at least 18 years old to order.

  1. Go to psahelpline.ph and select "Birth Certificate."
  2. Choose your format: hard copy with nationwide delivery (₱365 per copy), hard copy for pickup (₱335 per copy) at a participating National Book Store or Robinsons Department Store branch, or the digital e-certificate (₱290 per copy).
  3. Enter the birth details, complete the identity verification step, and pay through the available channels (cards, e-wallets, over-the-counter partners).
  4. For delivery: PSAHelpline states that Metro Manila orders are delivered the day after the PSA releases the document, while provincial delivery generally takes 3 to 8 working days. Have a valid ID ready for the courier.
  5. For the e-certificate: the secured PDF is sent to your email through a secure access link after identity verification. PSA has publicly confirmed the e-certificate fee of ₱290 for birth, marriage, and death certificates, and that the document carries a QR code that institutions can verify — the PSA itself encourages offices to accept PSA e-certificates in public and private transactions.

If your record needs manual verification (older records, unclear entries, delayed transmittal from the local registry), add about a week or more on any online channel.

Common mistakes that delay requests

Frequently asked questions

How much is a PSA birth certificate in total? ₱155 per copy at a PSA outlet, ₱330 delivered via PSA Serbilis, ₱365 delivered (or ₱335 for partner-branch pickup) via PSAHelpline, and ₱290 for the digital e-certificate. Online prices already include service and delivery charges.

Can I get it within the day? Only the walk-in route can do that, and only when your record is readily available in the database — book an appointment first. Online orders always take at least a few working days.

I was born in the province but live in Metro Manila. Where do I apply? Anywhere — PSA records are centralized, so any CRS outlet or either online channel can process your request regardless of birthplace.

What if PSA says there is no record of my birth? That result usually means the birth was never transmitted or never registered. Go to the Local Civil Registry Office of your birthplace to start late registration; once registered and forwarded, you can order PSA copies.

Is the e-certificate as valid as the paper copy? Yes — it is a digitally secured PSA-issued document with a QR code for verification, delivered through a secure link after identity checks. The PSA has issued public statements encouraging institutions to accept it.

I'm abroad. Can I still order? Yes. Both PSA Serbilis and PSAHelpline accept requests from abroad; international delivery takes several weeks (about 6 to 8 weeks via Serbilis) and is priced separately.
